Lester H. Sweeting

2/8/2008 - CHERRY CREEK — Lester H. Sweeting, 65, 1022 West Road, Cherry Creek, died on Feb. 5, 2008, unexpectedly at WCA Hospital, resulting from an automobile accident.

Lester was born Feb. 12, 1942, in Syracuse. His foster parents, William and Irene Beare, raised him. He was a graduate of Syracuse University with an undergraduate degree in political history and a law degree in 1967.

He joined the IRS immediately after law school, and in 1968 was transferred to IRS Headquarters in Washington, D.C. Following completion of an administrative internship, he joined the IRS Office of International Operations, where he managed 14 overseas posts on seven continents. In 1983, he was transferred to London as an assistant revenue service representative at the American Embassy. His territory included the United Kingdom, Ireland and Scandinavia. In 1987, he was transferred to San Paulo, Brazil as IRS Revenue Service representative covering South America and Africa , south of the Sahara. He returned to Washington to work on a major tax penalty study. He joined the IRS Office of Legislative Affairs in 1990 and served a legislative internship in the office of Congressman Matthew G. Martinez (CA-31), where he joined his staff as attorney after working on Head Start Legislation.

He retired in 1993 from the Federal Government. In 1995 he was recruited by the Barents Consulting Group (now Bearing Point) in Washington and was posted as a tax advisor to Moldova, a former Soviet Republic.

In 1999 he was posted to Skopje, Macedonia, part of the Yugoslavia Republic, and eventually served as chief of party until 2004. Following a short term assignment to Cairo, he became chief of party of the Jordanian Fiscal Project, returning yet again in 2007. He had just returned from consultations in Hanoi, Vietnam related to their new tax withholding law.

He was a passionate bibliophile, amassing a 2500 volume library located at the Cherry Creek Inn. He was active in historic preservation while owning a historic house in Hyattsville, Md., and was instrumental in moving historic tax credits legislation forward in Maryland.

He is survived by his devoted wife of 41 years, Sharon Howe Sweeting, his adopted daughter Renata (Goce) Petrusevska and grandson, Viktor; a sister, Shirley Masters and brother, Bill Beare, both from Syracuse; three nieces: Linda (Ed and grandniece, Jennifer P. Zinn) Peenstra; Betty (Tom) Gadowski and Ginny Klering; and nephew, Bobbie Masters. He was very attached to his Howe family-in-laws: sister-in-law Kathleen (Larry) Howe Brumagin; niece, Meredith (John) Bonn, nephew Jerry Manioci, brother-in-law, Gary (Shelly Lincoln) Howe; and Patricia Howe.

No calling hours, memorial service will be scheduled at the convenience of his family. Memorials may be made to the Cherry Creek Free Library, P.O. Box 253, Cherry Creek, NY, 14723.
